When I first went into teaching we were encouraged to be “touchy feely” because it was considered a way to establish trust and friendship. Do that today and you go to jail, lose your certificate and labeled a predator. Sad in one sense. Now as for Biden - sorry he’s always been creepy and just another politician about as sincere as a cobra.
As a teacher I have had exposure to a lot of teens and preteens. I naturally respected their personal space and never felt I had the right to touch them. Fun and friendly is a high five. The same in interacting with adults.

Sorry guys but I don’t see it. By no means am I a biden supporter but what I see is he was using this little girl for a photo op. I just didn’t see groping or molesting. He never touched her inappropriately or tried to plant a kiss on her.
If this man were guilty (this time), I would be the first on the bandwagon to stand up for this little girl. Chances are this WAS a photo op and arranged ahead of time. Lighten up guys.

From this picture I see no groping at all. Sometimes I do this much “touching” when talking to some people. As is here there IS NO GROPING at all.
